The key difference is intent. Extract Pages creates a new PDF containing only the pages you specify, leaving the source document untouched. Split PDF divides the source document into multiple output files. Use Extract when you want a specific subset saved as its own document; use Split when you want to divide the document into several parts.

Say a 60-page supply agreement where only the three-page signature schedule needs to go to your counterparty. Enter 57-59 and you receive a new three-page document containing those pages exactly as they appeared — same fonts, same signature blocks, same layout — while the 60-page original on your side is left completely alone. The counterparty never sees the commercial terms, and you never had to make a working copy and delete the rest of it by hand.

Partly. A link that pointed to a page you did not extract has nowhere to land any more, so it goes dead — there is no way around that, since the destination is genuinely absent from the new file. Bookmarks behave the same way. What you can do is widen the range to bring the referenced pages along, or accept the dead links when the extract is going to be read as a standalone document. Check any table of contents that came across, because it will still list the full original structure.

Choose by what you want to be holding afterwards. Extracting gives you one new file containing the pages you named. Split PDF divides the whole document into several files and keeps all of it, which is what you want when the entire original must be redistributed in parts. Remove Pages is the exact inverse of extracting — it hands back everything except what you named. Extract when the selection is small; remove when the deletion is.

A real copy. Each page you select is written into the new document along with the resources it depends on — its fonts, its images, its colour information — so the result opens correctly on a machine that has never seen the source. Nothing is re-rendered on the way through, which is why an extracted page is visually identical to its original rather than merely similar. Your source file is opened read-only and comes back unmodified, so extracting the same range twice produces the same result.
