Reorder & Organize PDF Pages
Free & private · no signup · no watermarks · files deleted in 24 hours
PDFToolsHQ Organize PDF reorders PDF pages free: type the sequence you want, such as 3,1,4,2. Repeat a number to duplicate a page, or omit one to drop it.
PDFToolsHQ Organize PDF reorders the pages of a PDF into any sequence you type, free, with no signup and no watermark. It lets you rearrange pages into any sequence by entering a new page order. Simply type the page numbers in the order you want them — for example, entering 3,1,4,2 moves what was page 3 to the front, followed by the original pages 1, 4, and 2. The output is a freshly assembled PDF with your exact page sequence.
This is essential when a scanned batch comes out in the wrong order, when a document needs to be restructured for a presentation, or when pages from multiple sources need to be interleaved. The tool handles the reordering instantly on our secure server, preserving fonts, images, and all content while outputting a clean, logically ordered document.

Portable Document Format
Yes — works on any device. The interface is fully responsive and tested on desktop, tablet, and mobile. Touch-friendly upload areas, drag-and-drop support on desktop, and mobile-optimised buttons mean you get the same experience whether you are on a MacBook, an iPad, or an Android phone. No app download is ever required — open your browser and go.
Enter the new page order as a comma-separated list of page numbers. For example, if your document has 4 pages and you want them in the order 3, 1, 4, 2 — type exactly that: 3,1,4,2. You can also repeat page numbers to duplicate a page, or omit page numbers entirely to remove them from the output. The sequence you enter becomes the final page order in the output PDF.
Yes, and it is the job this tool is best at. A single-sided feeder run twice gives you 1,3,5,7 then 2,4,6,8 in one file, and the repair is simply to state the order you want: for an eight-page document, 1,5,2,6,3,7,4,8 interleaves them correctly. Write the sequence out on paper first and check it against the page count before entering it. The second batch is often reversed as well, because the stack gets turned over — read the last page to find out before assuming.
It was left out of the sequence, and the tool did exactly what you asked. The order you type is the complete specification of the finished document — every page you want must appear in it, so on a ten-page file a list with nine numbers produces a nine-page result. This cuts the other way too, and usefully: repeat a number and that page appears twice, which is how you duplicate a form or repeat a divider. Count your entries against the page count before processing.
Often, yes. If you are only appending one document to the end of another, Merge PDF does it without you writing a sequence at all. If you only want a few pages gone and the rest left in their existing order, Remove Pages takes a short list rather than a full ordering. Reach for reorganising when pages genuinely need to move relative to each other, which merging and removing cannot express.
No. The document is reassembled by rebuilding the list that says which page comes next, and each page object is carried across whole — its text, its images, its fonts and its annotations move together as one unit. Nothing is rasterised or re-encoded, so a reordered file is as sharp as the original and lands at close to the same size. The practical caveat is the same as elsewhere: bookmarks still point at the pages they always did, so a contents list may need revisiting once the order has changed.

Tips for Getting the Best Results from Organize PDF
Practical things worth knowing before you process your file — the details that most often catch people out with this particular tool.
You can duplicate or drop pages
Repeating a number in the sequence duplicates that page; leaving a number out removes it entirely. 1,1,3 gives you page 1 twice followed by page 3.
Every page must be accounted for
Any page you do not list is dropped from the output. If you only want to move one page, still include all the others in the order you want them.
Works across several files
This tool accepts multiple documents at once, so you can interleave pages from different PDFs into a single ordered result.
